The Taoiseach says he doesn't want to scaremonger but Ireland is heading into a war economy.
Micheál Martin said the war in Ukraine will lead to further pressure on food and fuel over the coming weeks.
He was speaking on a diplomatic trip to London where the UK's response to the refugee crisis was discussed.
