The Roscommon Cathaoirleach says the county needs more councillors and the return of town councils.
Taoiseach Micheál Martin says he wants to re-establish town councils within the next three years.
There were 80 around the country, including in Longford town and Boyle, before they were abolished in 2014.
The number of county councillors in Roscommon dropped from 26 to 18 that year.
