The Department of Transport has directed local authorities to begin reviewing speed limits on roads in built-up and urban areas.
Councils will introduce lower limits where appropriate, including new 30 kilometre per hour zones in towns and cities.
The changes are to be in place by March 2027, as part of the Government's Road Safety Strategy.
Twenty million euro in funding has been set aside to support local authorities in implementing the new limits.
