The Junior Employment Minister is backing a 5 billion euro plan to transform Athlone into Ireland's first green city.
The midlands location would have a population of 100,000 by 2040, under Seán Mulryan's masterplan.
The developer will discuss the vision at Roscommon County Council's meeting today.
