Roscommon County Council received over 220 waste and litter complaints in the first three months of this year.
But only 21 litter fines were issued as a result.
The council says its litter wardens continue to carry out routine litter patrols of known littering blackspots and bring-banks.
Complaints are then raised for any issues identified.
The council says patrols are also carried out in all towns, villages, parks and amenity areas.
This is to enforce the Litter Pollution Act and discourage littering and dog-fouling offending.
The council has released new stats showing the level of enforcement between January and March of this year.
They got 221 waste and litter complaints.
Enough evidence was obtained to issue 21 litter fines.
Two householders were also given notices telling them to remove litter from their properties.
A conviction was also secured by the council for littering in the district court.
Four abandoned car cases were also resolved.
The council also went to 122 properties to ask the occupier how they dispose of their waste - because they weren't signed up for a kerbside collection service.]
