The orange warning has also been issued for counties Galway, Mayo, Clare, Kerry, Sligo and Donegal until 8pm tomorrow.
Experts are predicting coastal flooding, fallen trees, very difficult travelling conditions, as well as possible power outages.
Cathal Nolan from Ireland's Weather Channel says Storm Ashley is taking shape now out in the Atlantic and will bring heavy rain and strong winds tonight and even stronger winds to the west coast tomorrow.
