A state watchdog has criticised the state of the inpatient mental health unit for the midlands.
It also found the Mullingar unit, which covers Co Longford and Athlone, didn't have enough staff.
The admission unit and St Edna's unit are on the ground floor of a two-storey building on the grounds of St Loman's Hospital.
The admission unit treats people during mental-health crises, and St Edna's Unit provides care for male residents with enduring mental-health issues.
The Mental Health Commission carried out their annual inspections in both units in September 2025.
Overall, their compliance rating was found to be 76 per cent - down from 89 per cent in 2024.
The watchdog says the premises itself was noncompliant, describing it as 'not clean in some areas', with a large build-up of cigarette butts in a garden hut.
They were also concerned about ligature points - saying they hadn't been minimised to the lowest practicable level.
Staffing levels were also found to be non-compliant - with the watchdog saying there weren't enough to meet residents' needs.
The HSE outlined to the commission how it has now addressed these issues.
