Unsafe staffing levels, illegal working hours and extremely inefficient processes are causing doctors to quit the profession entirely.
The Oireachtas Health Committee heard the results of a study earlier today.
Nine in ten health workers admit their morale is low or moderate, and two thirds of those say it has gotten lower in the past year.
