None of the Shannonside local authorities have rezoned land to speed up the delivery of housing.
They were ordered to do so by the government last July.
The Irish Independent reports only two councils nationally have completed the process - Mayo and Waterford.

Housing Minister James Browne says there's 'serious concern' within cabinet over the slow pace of rezoning land.
He says he'll be forced to override councils that fail to zone land for housing.
