Roscommon County Council is making arrangements to start rezoning significantly more land for houses.
Like all local authorities, they were ordered to do so by the government last July.
But only two councils have completed the process - Mayo and Waterford - which Housing Minister James Browne says is a concern.

He says he'll be forced to override councils that fail to zone land for housing.
