Roscommon County Council says a Lidl supermarket in Monksland would have been too car-dependent for shoppers.
The local authority rejected planning permission for the store.
Lidl wants to build a single-storey supermarket near the Joe Duffy car showroom in Monksland.
There'd also be a cafe or restaurant and a retail unit.
But last Friday the council turned the plans down.
It says the development would have prioritised people going there by car.
The council says it wants to prioritise walkers and alternatives to car-use, under new active-travel plans.
The local authority also says it doesn't fit in with the zoning for the area, which involves more mixed use for new developments.
It also has issues with the design of the building, saying it lacks 'architectural merit'.
Lidl has four weeks to lodge an appeal with An Coimisiún Pleanála.
