Only five rural roads in Co Leitrim will be addressed under the Local Improvement Scheme this year.
The scheme involves the state and homeowners jointly paying for the upgrade of small roads and laneways.
Community Development Minister, Dara Calleary, estimates only 11 roads will be completed in Longford under the scheme this year - and just 12 in Roscommon.
