A Leitrim councillor says ineligible applications as well as claims from Northern Ireland residents have caused delays with Humanitarian Assistance Scheme payments. The scheme was set up in January after hundreds of thousands of people were left without power following Storm Éowyn. Since then, it has been hit by a number of issues including confusion around the application process.
