The investigation into the champagne party at the Department of Foreign Affairs has been labeled a whitewash.
It found breaches of Covid rules took place but recommended nothing further than a number of senior civil servants giving donations to charity.
Opposition TDs are calling for an independent investigation not run by the Department itself.
