A house hasn't been built in Ballygar, Co Galway, in 15 years, according to a local TD.
Martin Daly says it's taking twice as long as the EU average to deliver wastewater and electricity infrastructure in Ireland.
He says it takes to up 10 years here to produce a wastewater treatment plan - which is unacceptable.
