Bord Pleanala overturns conditional planning for major housing development in Ballymahon

An Bord Pleanala has overturned conditional planning permission granted by Longford County Council last year  for a housing development on the outskirts of Ballymahon. 

Conditional permission was granted last year by Longford County Council for 82 houses, apartments and a crèche to be built on an 11 acre site on the Moigh road.

Planning permission had been granted but subsequently expired for the site several years ago.

The council had attached 18 conditions to the permission including that the developers put in their own waste water treatment plant.

A large number of submissions from residents in the area had opposed the development and an appeal was lodged by a group of residents against the permission in October of last year.

In its ruling issued this week An Bord Pleanala says that having regard to the overall design, scale, layout and low denisty of the proposed development, the disposition of building on the site, and the poor distribution of public open spaces, it is considered the development would provide for a poor living environment for future residents and would not comply with the critieria in the Urban Design Manual, a Best Practice guide issued by the Department of Environment,Heritage and Local Government in May 2009.

The ruling also said it was considered the proposed development would be premature pending the upgrading of the Ballymahon Wastewater Treatment Plant.
