A claim for 10 days bonus leave for healthcare workers would cost more than 350 million euro, according to the HSE.
The claim would be for more than 100,000 frontline workers in recognition of their contribution during the Covid 19 pandemic.
There are concerns other public sector workers would want the same reward and how much this would cost.
