A Longford senator says teenagers are driving powerful tractors and trailers with only provisional licences.
Fine Gael's Paraic Brady says learner permits are being given to people aged 18 or under.
He says sometimes they drive tractors and loaded trailers that weigh up to 35 tonnes.
