Ukrainian refugees living in State-provided accommodation will have their placements withdrawn in a phased process beginning in August.
The government is to start returning the properties, which house around 16,000 people, to tourism or the private rental market.
Those eligible to remain must reapply, with some moved to designated centres and continuing to receive payments.
