The government is defending its plan to allow private developers build wastewater treatment plants.
Up until now, only Uisce Eireann has been allowed do this which can lead to a delay in construction.
The move is aimed at speeding up the delivery of homes in rural towns and villages, but concerns are being raised about standards.
Housing Minister James Browne says it’s a necessary plan and they’ve learned from mistakes of the past:
