A Roscommon-Galway TD is urging the state to be considerate with elderly people who aren't fully qualified to drive.
Almost 69,000 people have held three or more learner permits without passing a driving test.
But, from November, new rules will require unqualified drivers seeking a third or subsequent permit to do the entire learning process again - if a test has not been taken within the previous two years.
This will include the theory test and 12 formal driving lessons.
