A change to the waste-collection system could see bin companies bidding for entire regions rather than individual customers.
The Department of Environment has been looking for feedback on the proposal to allow firms to tender to collect rubbish in specific areas.
But the industry's representative body has warned that changing the system might actually push costs even higher.
Currently, Ireland is the only country in Europe using what's known as the "side-by-side" model.
