More power is to be given to councillors as part of a major shakeup of local democracy.
Councillors are to receive devolved powers, including budgetary oversight mechanisms that will allow them to curb the power of unelected executives and managers.
A report by the Government’s local democracy taskforce contains a litany of proposed reforms.

It recommends setting up in the region of 100 Municipal Councils across the country.
Those councils will sit across the existing municipal district boundaries but will have greater budgets and powers to make decisions in their local areas.
