The 'downgrading' of maternity services in Ballinasloe will discriminate against poorer mothers.
That's according to south Roscommon councillor Emer Kelly, who was speaking at a council meeting.
High-risk mothers can no longer deliver their babies in Portiuncula University Hospital - and must go to other units.
