Monaghan hurling manager Trevor Hilliard believes the GAA have left his county hurlers down.
Roscommon take on Monaghan in division 3A of the Allianz national hurling league next Sunday.
Last weekend, Monaghan were beaten by 18 points by Armagh while Roscommon were 13 points winners over Louth.
Monaghan are missing all their Castleblayney players as that club are busy preparing for an All-Ireland junior club final on the 10th of February.
