Westmeath County Council is seeking an economic operator to build 650 housing units in Athlone.
Nearly 200 of them will be used for social housing.
In March, the government announced funding of €1.83 million for a 980-metre access roadway from Lissywollen to Garrycastle in Athlone, which it said had the potential to deliver a substantial housing development.
The council has now placed a notice on the public procurement website eTenders.ie relating to the site.
It intends to seek an economic operator to work in collaboration with the council on a residential development at Brawny Road, Lissywollen, with a tender competition to begin in the first quarter of 2018.
As part of its preparations, it held a preliminary market engagement process on Friday morning, with interested parties invited to attend.
The council says the site is capable of delivering 650 housing units – 455 for the private residential market and 195 to be purchased by the local authority for social housing.
