Household visits will be banned from midnight tonight for the entire country.
Cavan, Monaghan and Donegal will move to level 4 restrictions.
Shops selling non-essential goods will not be able to reopen tomorrow in Cavan, Monaghan and Donegal as level 4 comes into effect, while all non-essential workers are to work from home.
The rest of country will remain on level 3, but in a surprise move households will be banned from having guests except on compassionate grounds or for childcare.
Health Minister Stephen Donnelly outlines what compassionate grounds may mean.
Government believes the measure could be a "gamechanger" while it tries to combat what the Taoiseach described as "slippages" in compliance.
The CMO recently remarked that workers were creeping back into offices; Minister Donnelly is urging people to do their part.
The restrictions in the border counties will be in place until November 10th and will also see weddings reduced to six people, however weddings booked for this weekend can go ahead under level 3 restrictions.
