The latest figures on unfinished estate issued by the government show that there were 23 such areas still on the list in Co Roscommon last year.
The figures are published in the 2017 Annual Progress Report on Actions to Address Unfinished Housing Developments.
The report shows 15 estates were deemed unfinished in Leitrim in 2017 and 7 were on the list in Longford.
The report says that for the year ahead a number of counties with a more significant cohort of unfinished developments, including Co Roscommon, will be working with the Department of Local Government to increase the numbers of resolved developments and reduce their numbers.
The figures also show that Roscommon had 14 occupied unfinished estates at the end of last year, 7 of the unfinished estates in Leitrim were partly occupied, and Longford had 3 unfinished estates where some people were living in other houses in the areas.
