The issue of the N4/N5 upgrade is top of the list the capital expenditure report from the Budgetary Oversight Committee published in recent days.
The committee was established last year to enhance the role of the Oireachtas in the formation of the budget.
Under a section on Upgrading Connectivity, the report lists a number of what they describe as priority areas that have been highlighted to them.
The first items on the list highlights the need for a motorway connecting Mullingar to Mayo, and the complete upgrade of the N4 from Longford to Sligo.
